I removed the bulky clip from the back of this enamel earring and used epoxy to glue it to a plain metal hair comb. You could glue small beads in each of the holes along the top of the comb, but I think the flower looks fine all by itself.

Be sure to remove excess epoxy from the back of a component so that globs of it don't leak through openings and bunch up on the reverse side.
